On August 21, 2023, a Randolph County Sheriff’s Deputy initiated a traffic stop and discovered the registration plate on the vehicle was reported stolen. During investigation, the driver, identified as Lim Mean, was found to be in possession of methamphetamine and a concealed weapon. Mean is not a concealed weapon permit holder. He was placed under arrest.
During an inventory of the vehicle prior to towing, cocaine, additional methamphetamine and paraphernalia were located.
The passenger was identified as Loeum Tok, who was found in possession of methamphetamine, MDMA, a weapon, and drug paraphernalia.
Tok and Mean were both arrested and transported to the Randolph County Detention Center where the magistrate found probable cause for charges, as follows:
Mean: was charged with felony possession methamphetamine, felony possession with intent to sell/deliver cocaine, carrying a concealed weapon (first offense), display fictitious tag, driving while license revoked, and misdemeanor possession of stolen goods. He received a $30,000 secured bond.
Tok: charged with felony possession with intent to manufacture/sell/deliver MDMA, felony possession with intent to sell/deliver MDPV, felony possession of schedule I controlled substance, felony possession of methamphetamine, misdemeanor possession of drug paraphernalia, and received a $50,000 secured bond.
Both have a first appearance set for August 23, 2023, in Randolph County District Court.
